If it's really think go to a paint department of a Home Depot and grab some Naval Jelly. Works great on bumpers.

If you use the brillo or steel wool, I hightly suggest you use wd-40 or another lubricant so you don't risk scratching the wheel. I used brillo and WD on my Torque thrusts and they turned out very nicely.

I think I read in a old pedersons 4x4 mag that someone sprayed windex on the chrome and rubbed it with tinfoil? Havn't tried it.

Ok, lets clear some things up. Chrome is a hard metal, but it's not kryptonite. It can and will get scratches if you use anything that is harder than it is, or sharp enough to cut in to it.

DO NOT use any harsh abrasive, or you WILL scratch it up. If the rust really is just on the surface, chrome poilish on a damp cloth will go a long way. Don't grind on it, just gentle rubbing should clean it off.

If the rust has penetrated the chrome surface, then a bit of Naval jelly will go a little deeper. If it has gone this far, it will never clean up completely.

Rinse it clean when you are through, and put a coat of wax on to seal the surface...

Did you just use the chrome polish and a soft rag?

Yup thats all there is to it. Also what i have done before, if you have water spots and minor rust, lime away and CLR work well too!. If you decide to use these cleaners, i would use on a spot otta site just in case it tarnish's or something.
