IMO, if there is a question in your mind, don't push it.

Honestly, I wouldn't think so. The hitch is between the frame rails and bumper is full width.
In ME, my plow gear wouldn't qualify as a front bumper. Though in some states, roll pans are close enough.

Depends if the truck came with no bumper as a chassis and your just running around with a 5th wheel that could fly just make sure you have mud flaps .
But if you have a lifted truck and just want to be 30 or less inches for inspection that would be up to the inspection tech . Police would write ticket if they could .

Been there, done that, got the t-shirt. The police loved me, I got to give them all kinds of money when I tried removing my rear bumper. Don't do it. Just make a bracket and weld up some channel to extend the bumper down. They'll usually let that go. It's stronger than the thin chrome bumper anyway. Here's a pic of the rear of mine. It's street legal in PA with 38x15.50's. Front is 30, rear is 27.5. This is a 6" RC lift and a 3" BL.



FWIW, that's my buddy's OBS next to mine, it has a 6" lift and 35's. Mine towers over it and is still legal.

i was also gonna ask, the bumper limit is 30 inches, does that include 30 inches or will get in trouble for 30

That includes it. The bumper height cannot exceed 30 inches, meaning "be higher than 30 inches."

In MD the hitch would not count for the bumper

That's what I would do. Make a quick-disconnect style for when you wheel. That's a good idea, I'm going to look into that too!
