Power steering doesn't work at low RPM?

So the power steering in my 72 blazer does not work at low RPM, if I give it a little gas it instantly works again. It makes it difficult trying to park the thing in tight spots cause I have to gas it to get it to turn! Fluid level is ok, it has no leaks, belt is nice and snug and not slipping. Is my pump going out?

If the power steering fluid isn't low, then it sounds like the pump is bad.
