Knob question

What is/does this knob do ? I pull on it while driving() and it doesn't change anything. It has a cable coming out of the back going into the floor.

It looks like a PTO engagement knob. But I am not for sure. I am sure someone will chime in.

Choke or throttle cable. Prolly not hooked up anymore hence the lack of change while moving it...
