bumper bolts

I'm getting ready to repaint my bumpers and it has stainless or chrome capped bolts. They look a bit odd to me and was wondering if that's the way a painted bumper came from the factory or if they were replaced by the PO.

The way I understand it, 66 was the first year the painted bumpers had stainless bolts. 65 and older they were painted.
