Pitman arm or steering box. Need help.

Takes two full revolutions to lockout in my K20 4WD power steering to make a right hand turn. I adjusted as much of the play as I could out of the box but still has about 1-2 inches maybe. Wheel starts to move as soon as you touch the steering wheel but when I drive it's not very responsive and the wheel is not centered. Everything is tight underneath.
