brake cover install

looking to add a emergency brake cover to my 67, truck didn't have one before...how does it go on? Do I need to drill any holes?

Some more pics These are from a members truck. I got one myself, have not put it on yet, But it looks like I will need to drill holes.

I actually have several and have taken many off...just never put one on..lol Thanks looks like I'll be drilling some holes...is back one in stock hole or is it drilled also?
