Windshield washers spray fluid when wipers are on
Like the title says, when I turn on the wipers the nozzles shoot out washer fluid in short pulses and do not stop until I turn the wipers off. What do I have hooked up wrong?

It's more than likely you have a bad ground. It's the same as if they won't shut off. Clean the contacts on the connector,and the metal area that the mounting bolts go through.One of them has a metal strip on it that acts as a ground,for the wiper motor.A bad contact(ground),on it will cause the problem.
