before running out and buying a a new block, measure your cylinder and hit the rusted cylinder with a wire wheel to assess the damage. that could just be surface rust. check the block, especially around the mains for spider cracks before wasting money on magnaflux testing or any other testing.

if you have a stnd bore up to .30 over, the block can be rebuilt with no issues. i really dont like going more than .30 over but 327s dont seem to have the overheating problem at .60 over jobs ........... provided the block passes a mag test

This is what it looks like now after using metal rescue for about 6 hours.
Next is the wire wheel, and if all else fails I do have a 350 block sitting up waiting to be built. Dont want to put too much energy into this engine if I cant keep it simple.

That cylinder rust isnt too bad. I once bought a 69 Impala for the 327 and T400 in it for one of my trucks. Flood water had gotten into 2 cylinders. One was substantial. I broke a piston getting it out. Rust was too deep to save it. It was a low mile engine so little wear. I had the one cylinder sleeved to put it all back to stock size. It was a great little motor that I ran for 8 yrs or so then sold the truck. New owner was tickled pink with it.
