yes it has to be fuel regulator. I recomend a different setup as well for the vacuum operated air density to mass airflow sensor or check if its even there. could be a problem also if the guy switched the TBI from a big block and tryed running it. gas in the oil is the main problem, just saying those big block tbi's werent meant for the 350
