Seat belt retractors
I have a set of factory lap belts that look almost new. But they do not retract as well as I would like. I don't want to jump in head first and take a chance of messing them up but is there anyway to rebuild the retractors??

Yes if you know how.
 A guy I know sewed up some new webbing for mine and fixed my retractors that didn't work so I know it's possible. He roughly described how they work to me but I forgot it all.  I'm sure someone on here will know the secret and reply.

A little penetrating fluid sprayed in the mechanism and some gentle working the belt through its whole range will work wonders.

I recommend you disassemble. Lift the boots, unbolt from the floor and basically follow your nose. If you are at all mechanically inclined, it's a piece of cake. The toughest part is freeing up the bolts. Remove the pin that the retractor turns on, remove any dirt, rewind the spring to the desired tension and reassemble. If the belts are dirty and stiff, just clean them in soapy water and allow to dry before reassembly. The spring may be broken, but I've never personally experienced that. No lubrication should be required (or desired). If used it will attract dirt, possibly gum-up with age and stain the belts.
