Power Steering
If I put a MII in my 1950 truck which comes with rack and pinion do I still need a power steering pump

It depends on whether you choose a power rack or a manual rack.

If you have power steering of any sort you need a pump to provide the power. If you have a rack you don't need a box. If you have a box you don't need a rack.
A Mustang II is almost always a rack and pinion, and you can choose power or manual, but once you choose power you have to have a pump.

And be aware that GM pumps put out about 1200psi and the MII racks use 700-800 psi (I think some of the T-Bird racks use a higher pressure). The high pressure differential makes for twitchy steering.

If you mean the valve at the outlet of the pump where the hose connects...Yes! Borgenin Steering sells a shim kit for about $20. Each shim drops the pressure 100psi.
