89 350 wont start,, runs like crap

Ive had my 89 silverado for years, had a few problems over the time. Yet im confused. Ran fine other night then puked and gasped and wouldnt accelerate with out stubbling and popint out exhaust. Like low fuel pressure. I hooked my fitting and guage, got aroubd 8psi . So i lifted the bed ,put in new pump. Now i get 10? All it would do is kick and kick trying to start. It ran briefly last night but rough. Today, jus kick and kick trying to start. Its a .030 over 350, holley 670 tbi, accell coil, headers, some head work, a billet msd knockoff dizzy . Im goin to maybe put a stock tbi on it, check ignition module, ive never had ovr 10psi with two different pumps with the holley, is there a way to bump up thie regulator ? No codes are being stored thats why im thinking tbi unit. The injectors do spray, throttle plates are wet. If i prime it, its only worse.... :-(
