I got my Moates chip from TPI parts.com
But first you have to go thru the whole debate of speed density vs. maf...there is good arguments for both..I went with maf because I made cam and exhaust modifications which the maf system can handle with a stock tune...and more importantly that's what my donor had.. The piggyback chip was only to eliminate the emissions and change the fan temperatures to accommodate a 180 thermostat..
There is free software that you can use to monitor all the sensors to get a feel for what is going on with the engine if you are having a problem.

This is a L98 engine out of a 90 Corvette. The heads have been changed out for a set of Vortec heads to get a better RPM curve. The baseplate came from Scoggin-Dickey to allow putting the TPI setup on the late model heads. With the upgrades on the injectors, computer chip, and the larger air tubes this engine can produce 375 hp.

my iroc has a 305 tpi 5spd setup and i love it although its obviously no ls1 6spd its still fun to drive plus it has the best looking setup out of anything past and present if you ask me besides ramjet big block boat motors but thats another story

i looked into doing a tpi with vortec heads and the scoggin dickey intake base. then looked at the holley stealth ram/tpis miniram. when i learned more about the ls swap and the ease of power and efficiency, thats the route i went. for the money, you can't get a better return in hp. i have less money in my 6.0(pushing 500hp at the crank) than i would have put into a 375hp vortec engine, or the holley/tpis setup....

insidious, if you want to learn more about where to get proms, or more about the programming to burn your own, i would head over to thirdgen.org. there is a whole section dedicated to this topic.

side thought...if you are looking for a daily driver, a 5.3/4.8l can be had for pretty cheap, and you would have the same amount of wiring.

Well next to free is my budget. So an Lsx style engine is out of the question. All I need to complete is computer programming and computer tpi wiring

I've got a 383 with the Accel SuperRam setup on it getting ready to drop into my 66 C10. I had a version of this motor (smaller cam and less compression) in a differant car with the aftermarket T56 that's also going in the 66 and I loved this setup. You wouldn't need to go this far with your 283.

I'm using a Howell harness and I had PCMforless.com burn me a chip for a safe tune until I can get my new engine tuned with the Moates software.

With your 283 I'd just run the stock 305 TPI & chip unless you wanted to get into tuning it yourself. Just make sure the chip has the VATS disabled.
