Welcome to the 67-72 Chevy Truck Board from West Michigan!
My suggestion is to make sure the metal part of the dash is grounded. There should be a small black wire clipped to the dash metal which grounds the cluster. Otherwise you can run a separate ground wire to one of the gauge screws. Jim
