My guess from what you described would be to change out the everything-electrical-in-one stalk....It's newer, but my 96 GMC was doing weird things with the wiper (even after the recall replaced the motor). I had intermittant wipers, cruise was weird and had other things acting wierd. Had an old f150 act same way and it was the turn/all in one stalk. I didn't replace the one on my 96, because you had to pull the wheel and I was not real confident about dealing with the airbag thing. Replaced that stalk and trubs went away. The mechanic I use when it isn't me said their is a way to get ion and clean and check the pins and contacts in the thing. At least for me though, what I would pay him to get into and check and clean, it was as cheap just to pu in a new one.
