Evap canister. These are not only used in california but all 50 states. I have never seen two though. Must have dual tanks I would guess.
California emissions? What year and model?

My guess is that the bottom was not working or was clogged or something and they added the second. I have dual tanks and it runs on only one charcoal canister and is plumbed to work on just one. But yes these are charcoal canisters!

One is probly cracked or damaged and someone added a new one and left the old one in the last 12 years as a mechanic i have seen some odd repairs

CA emissions pre 75, dual tanks would have had dual EVAP cannisters depending on the GVWR. What you have is a factory set up.
