tierod hitting brake dust cover

is this normal? Im redoing my whole front suspension right now. what needs to be adjusted on the new stuff to not do this?

does it not help? whats its purpose other than the obvious? since it only cover a little peice of thback its not keeping any "dust" out.

I've left them off of every set of drop spindles I've ever installed because they never seem to fit just right. Never had a problem because of it
