Just took mine off today (71 front clip). I have the bumper on the bench. But you can see from the pics how the brackets attach.

I went under and "finger-tightened" the pass side bracket and took a pic for you. But first, I laid them both on the ground to show the "lay out".

In the last pic, the bracket runs a little higher when fully tightened.

If you would like a tip, tighten the two small brackets that are shown attached to the bumper to spec. Then, everything else goes on loose until
you have 'em all in. Then again, you probably don't need a tip.
