Frame rail cut outs

Can somebody tell me why one frame would have been cut out at the factory where the towers mount and one wasn't . The new pol tower stands don't come close to fitting without trimming.

Looks like the frame is a 67 gm changed to cut out style in 68.
Ran into that once just trimmed frame to match later style.

So the 67 frames weren't trimmed my is a 68 could just be a early 68 frame.
