I can't see your crank pulley, but assuming the ps is pulled by it, why not try--just for an EASY & CHEAP experiment--running a short belt JUST from the water pump to the alternator? This will give a MUCH greater contact surface for the belt on both the alter AND water pump pulleys, AND eliminate any slippage caused by 2 apparently different-diameter pulleys on the water pump.

Pls. DISREGARD this suggestion--I had not seen page 2 of the thread. My bad...sorry!

Also, IF the alter belt runs off ONLY the water pump pulley, then the 2 diff diam's on the water pump pulleys would be a non-issue. Therefore, I MUST agree with others' diagnoses that the alter pulley MUST be changed to fit the belt.
