Yes it is a new gasket. I bought a couple this time since I'm pulling the carb off on a regular basis, lol!

The only time mine has idled uncontrollably high was when the timing was way too far advanced. I was stuck around 2000 idle and both high and low idle screws were totally out, then I noticed I was mid 20's degrees BTDC!!! Oops! Dropped it back to 11-12 initial and was able to use my idle screws again.
