91 Burb-runs great No Idle..Stalls

91 Burb V1500 350/700/241.
Just put new Dist/wires/cap/rotor/plugs/fuel pump/relay/fuel filter/IAC/ Temp sensor, when I swapped to a Edelbrock TBI manifold..
It has a Motorvation stage 2 chip, 195 t-stat, injector pod spacer, tbi spacer.
Timing set to 0.
It will only start if I give it gas and hold the pedal slightly. Runs great if I keep it above 450rpm. It idles and stalls in park at 250-300rpm, driving is not so great if you have to use the brakes or steering while not on the accelerator.

Ideas anyone?

I might have torqued the new IAC on a little too much, could that be the case? Can one damaged the sensor that way?
Could the balancer be slightly spun and I need to give a little more timing?

I have a fuel pressure gauge at the regulator and it only seems to read around 8.5psi.
When the regulator is on is way out to they tend to allow more fuel pressure in or less?
I am just hoping that I don't have to pull the fuel pump again. I just changed it a month ago.

I tried a new IAC and reset it. No Change.
It won't start unless I give it a tad bit of throttle.
Idle around 250rpm. No steering or brakes when off the gas, the truck dies.
It runs great it if I hold the pedal.

Have you gone through and checked for vacuum leaks?
