14 bolt issue

Alright. This is strange. On my 67 it has a 14 bolt from the 80s, the 3.42 ratio. I bought it like this. I thought the rear end was welded because it normally handles like a welded rear. But when I put it on jackstands and turned the wheel at first only the left side was moving and then the right side would catch. Go one way and then it'd go the other way. Same happened when I went to the opposite side. Whats going on?

Sorry with out pullin the cover??? On the governor lockers when you look at the carrier itself you can see the clutch plates through some holes in the carrier. Could be a gov lock.(governor lock). u have any pics of it?? I have one out of a 75 it's a gov lock 4.11. would like to install in my 67.

I cant pull the cover atm, don't have any fluid right now. But would one act this way? The fluid is awful though. Would it make the clutches snag or whatever? I'll get fresh fluid soon. I'm just flipping it. Don't plan to keep it as of now. But keep finding issues -.- should of seen the engine oil I drained from it...
