Horn Ground Problem??

See my earlier post (grant steering wheel problem)

OK so I did some component testing on the horn. I remembered that when I jiggled the horn's power terminal it would sound (no one was in the cab pressing the horn). I took a jumper wire from the positive battery terminal to the horn and it sounded as soon as I did the same thing and jiggled the terminal.

Now my question is, assuming a new horn would be in order, that when I jiggled the old terminal and it sounded, does that mean that I have a ground problem and the new horn will just continually blow?
