Radiator support mount question

I'm setting the radiator support in place on my 70 project, and I have a question on the supports. The new mounts I got are from LMC. The top cushion is 1" thick, the bottom cushion is 1 3/8" thick and the sleeve sleeve is 1 1/2" long. It just seems to me that the sleeve is too short. I realize the cushions will compress when you tighten the bolt down, but how much do you tighten it down? Do you tighten the bolt enough to have the sleeve "bottom out" on the upper and lower washers? If not, the sleeve will kinda "float". Should the sleeve be a little longer? thanks for any input.
