I would have to say it's the float adjustment

Fast Idle adjust?
It's a long way from the fuel inlet to be the float level adj.

That is the idle vent valve. At idle or when the engine is shut off the vent releases fuel vapors. The vent maintains atmospheric pressure in the fuel bowl.
