Automatic steering column problem

I disassembled the column and I cannot get the bottom selector to move. An advice would be appreciated.

i think the bottom selector moves with the primary shaft (the tube that its attached) to as a unit, i had mine out and was able to turn the selector by compressing the spring and move the selector. hope that helps...

I thought I should be able to compress the spring and move by hand. I will lunricate it and try again.
