The only thing that comes to my mind is you have the blue dial in the wrong possition when you reassembled it. When the 2 ears on part #9 are out the hub is locked, when they get pushed in the hub unlocks. Try removing the chrome piece & the blue dial, set the dial to free and reinstall it in the possition that the blue dial pushes the ears on #9 in.
