Horn Stuck On After Grant GT Install

Like title says. Installed a Grant 377 and 3162 kit and nothing happened when I pressed horn button. Started walking back to garage to reread the instructions and the horn started blaring.

This wheel doesn't use the normal contact plate and shoulder bolts. It came with 3 short bolts and said not to use a bunch of stuff from the 3162 install kit so I didn't.

I've read on hear about problems with the plunger. So is that what I'm experiencing. If so what do I need to do to fix it?
