Front end not pulling

Not a chevy question, it's on my 2000 dodge 2500 cummins motor, NV4500 trans, I can't remember what transfer case is in it, I know it's new process.

When I pull the 4x4 shifter in to 4 hi, the light comes on, the vacuum actuator pulls the front axle into the locked position, but the transfer case does not shift to pull the front drive shaft, it's the same for hi or lo range, once in a great while if I hold my mouth just right it will grind some and then start pulling. It's been an issue since I got the truck, but now it barely works at all. I'm thinking I'll be pulling the transfer case and rebuilding it, tried it with the linkage unhooked and the drive shaft off shifting it with a bar under the truck and it just acts like the fork won't go far enough to engage it. It used to work if I was patient, but since I pulled the transmission to put the new clutch in it, it hasn't engaged at all. I didn't separate the t/c from the trans. Any ideas?

It's a 241dhd and the shift fork pads are worn I'm betting. Not allowing full engagement of the collar.

I was hoping to find a remedy that didn't require removing the t/c lol
