Wow thats weird it posted the pic upside down. Take a look at the pic up above a few posts. U can see the gap. I need to add the shim but the bolt the bolt isnt long enough to go thru. The spring spacer and into the axle plate

Here's a pic of my wife's '54. Never been apart as far as I know. Note the shim between the axle and the spring.
I know this one has a different top plate, but you get the idea.

why not use the new center bolt and bolt the shim on the spring?
if the head of the center bolt is too long that the center bolt head bottoms out in the hole
then either drill the hole deeper or grind the head off to fit with out bottoming out
if the hole is too big in the shim, drill a new hole behind the hole the thread size
you need the center bolt in the spring pad hole or the axle will move
