SM 465 transmission

This is an easy question for anyone who has ever seen one of these and I feel like an idiot for asking. On the top of the case, where the shifter lever goes in, there are two roll pins that seem to fit into recesses in the ball at the end of the lever. The cap that holds the lever in place fits over the roll pins and twists over them to be held in place. My stupid question is this: should the pins be tapped into the case so that they are flush with the outside ? It seems like they should, but I was worried that they would stop the shifter moving.
