Which carb gasket

I pulled a B carb off my 230 engine. Carb to manifold gasket was the upper one shown. I believe it is for the power valve circuit. Bought a rebuilt Tomco B from O'reilly. The carb is a bit different, but still has the corresponding hole in the carb, to manifold. The supplied gasket is the one at the bottm(4 slots). The big question is which gasket to use. I am thinking the one that leaves the hole in the manifold. But I would like to know why the other gasket, that would block that hole.
