For towing if you have the skills/tools the best bet would be a 4 link with the bags on top of the axle. That would give you the most weight carrying capacity from what I've read. The cheapest would be a shackle/hanger kit which is a 4" drop and would put you at 30. Then you could add the helper bags if needed.
