8" is the inflated right height of the bag itself, not the whole truck. It would more than likely be lower than your minimum of 30" though.

For towing if you have the skills/tools the best bet would be a 4 link with the bags on top of the axle. That would give you the most weight carrying capacity from what I've read. The cheapest would be a shackle/hanger kit which is a 4" drop and would put you at 30. Then you could add the helper bags if needed.

Check out this thread for a very well thought out rear setup with towing in mind. It still might be lower than youd like though but it gives you and example.
