72 P30 Instrument Cluster Install and Wiring

I have a '72 P30 Step Van that I've been trying to restore. I took apart the instrument cluster and am not sure if I am putting it back together correctly. I've found that the gauges are the same as a '65 Nova through Google but can't find any good pictures on the install, the cluster setup is different than what I've seen on the Nova. I'm not sure the order of the parts that mount the gauges to the housing and the circuit board/plastic. When I connect the headlight switch without the cluster feed connected I get 12v where I should I'm assuming, but when I plug the feed into the circuit board all voltages drop to zero. I am more than a novice so any help would be greatly appreciated. I apologize if the question is confusing, I'm not sure a how to explain it more clearly. I've attached a picture of the parts of the guages that I'm confused about. Thanks for any help! I have a few more questions but I think I'll start with this.

I should be able to help you with this but I have limited time at the moment.
