Hello from North GA

Hey everyone. My grandpa has a 1970 C/30 dually with a hydraulic lifting flatbed/dumpbed. Been sitting in his garage for years. It's sorta been passed down to me to get running and use around our property. Will end up using it to tow a Ford 3000 tractor, haul lumber, etc.

I believe it's a 302 under the hood. These are the best pictures I have been able to snap in the garage. I put the key in and it started right up. Ran it for about 10 mins til it was nice and warm. It idles really smooth. The issue is, I think the brakes are locked up. Should I drain the lines, then re-bleed?
