quick bolt hole question

I'm putting a 73+ crossmemember under a 68 frame and need a little guidance. a few of the bolt holes didn't quite line up, so I elongated them with a carbide bit. Now the holes in the frame are much bigger than the bolt. Should I weld a hardened washer to the inside of the frame to shrink the hole? I was thinking I would weld a washer to the inside of the frame and then fill the excess hole in on the other side. Then grind smooth. Is this the right idea?
