Exhaust manifold... baffle?
 This isn't moving for me. If I leave it stuck in this position, what will it cause? Any suggestions for fixing it? (inline 6 ~ 250)

I can't contribute too much, but to demonstrate what that causes, you can always shove a potato in your daily driver's tailpipe and grab a lawn chair
 Use some penetrating oil and spray it over and over through the course of the day. If it still won't budge and you don't have it in the budget for a new manifold, I'd get a dremel up in there with a small cut off to remove that plate. |

It's a heat riser, your truck will run better if you can get it working. It heats your intake until your motor warms up.

Soak it down with any spray lube, will smoke a little but will free up just fine.

If you can't get it free, you can torch it out. It won't hurt anything not being there.

The further north your are the more you need it. Since your sig says Ga. I would try to free it up and if it doesn't just remove it.
