starting issue on my truck...search function is down...

I know this has been covered somewhere, but the search function isn't working...
I have 2 good hot batteries hooked up on my wrecker, but for some reason, the starter doesn't want to start the truck. It acts like it has a dead battery, and turns over very very slowly, not enough to start. I have 12.6-12.7v on both batteries and they are charged. The battery cables are like new and the truck is grounded very very well. Could the starter solenoid or starter motor be going bad? I roll started the truck and checked the voltage and it is charging at 14.6-15v when running with heat and lights on etc.

So what do you guys think?

thanks guys. I suspect either a bad cable or starter motor. Hooked a multi meter to the battery terminals and the voltage went from 12.6 to 3.5 when cranking. So I think maybe my positive cable may be rubbing somewhere and shorting to ground, or the starter motor is toast...

truck is grounded from engine to frame, frame to cab, and engine to neg. battery terminal
