I have never seen washers under bolt heads on OE installed head bolts into cast iron heads. The bolt head is machined flat and the bolt hole is also machined flat and cast iron doesn't get abraded or damaged that way.
Where I have seen washers is with head studs, turbo/nos/blower power adders and all aluminum heads were without them it would either damage the mating surface giving false torque readings or additional clamping force is needed to help head gasket sealing without serious machine work like o-ringing the block bores.
You should be ok with re using head gaskets after removing a few bolts but I dont, the last thing I want is Joe Customer coming back with leaking head gasket in a yr or 2 or?.
