PCV valve. Goes into the valve cover hole and to usually the large nipple on the front of the carb which is what the long rubber tube with the 90 is for.

Not sure why he told her to buy the long tube for you just need some 3/8 vacuum or fuel line.

Re: identify this part please

agreed simple 3/8 line would have been just fine. Unless you get a smog tech on a power trip. But $50 to install that? At about 1 minute to install, he's trying to make the equivalent of 3,000 an hour haha. The above picture is worth 1,000 words. One end into the valve cover, the other in the center port of the Throttle Body. Done.

Re: identify this part please

Thanks guys replaced today tune up too. Runs a lot better. The line going to the throttle body a must have, I have a extra edelbrock breather and was wondering if I could eliminate the old school one for it. Throttle body has a sticky goldfish residue in it. Also, does anyone know what kind of under steering wheel diagnostic tester that would work on a 90 suburban all the parts stores say they don't have those and I've been to three mechanic shops and I get the same thing. As always thanks in advance for your time and advice...it is greatly appreciated!

1990 would be an OBD-1 tester that you need.

Re: identify this part please

if you are referring to the OBD scanner, you don't need a scan tool to check it necessarily. If your check engine light is on, you can jump the A & B ports on it with a paper clip. Turn the key forward (but don't start the vehicle) and the service engine soon light will flash you the code.
