I need a little fuel sender wiring help

I bought new gauge for my 64 GMC and new sending unit and I am still getting a crazy reading.

The gauge reads full with key on and 3/4 with key off. I disconnected wire at sending unit and grounded it and gauge went to empty.

Is the new gauge in the instrument cluster or is it a dash mount? '60 - '64 cluster gas gauge is 0 - 30 ohm. The majority of aftermarket dash mounted ones are 0-90 ohm, so the tank appears to be full all the time.
