Yup, that is a Panel Truck. They were the delivery vans of the 60's. Back then actual vans were more of an oddity than workhorse. It is basically a Suburban with no side windows and usually only had the 2 front bucket seats.

That one has some potential. No mention of a title though. If the thing is a CA registry and Non-op fees have not been paid, that buggy could get expensive.
