Try this...cut up a bud light box, cut the cardboard in the shape of the same size circle and make holes for the three screws and the horn contact hole. Put the cardboard cut out between the saucer and what you have shown in the last pic you just posted. Then re-install everything as you normally would. Then try it....

Now I'm back to where I was before which is no horn operation at all. Does having tilt steering make a difference in any of this?
