Rear bumper lineup, Stepside

Dead center of tailgate & dead center of bumper don't line up. About a inch off.
Also the ends of the bumper seems to roll down to much. I wonder if this is a problem with the after market type bumpers. Trying to even the bumper ends with the rear fenders, Any stepsiders run into this ???

Hanging a weighted sting from the center of the tailgate to the back center of the license plate holder on the bumper we are a inch off

I would start by measuring bed side to side off the frame, then the bumper side to side with the frame. That should start to narrow down the problem.
