stepside license plate bracket question

So I'm reassembling my truck which I got in pieces and Im wondering how the license bracket mounts to the bed if it does at all? The bed has 4 holes and the bracket has one in the center???

It actually bolts to the upper lip of the bumper, with a pair of carriage bolts:





I believe there are a pair of rubber bumpers that rest against the area on the rear crossmember of the bed where the 4 holes are located. I may be mistaken and there is only one bumper that rests against the truck.

On the Stepside were there not three versions for mounting the license plate. One version mounted to the rear sill that has a light attached to illuminate the plate ( without a Bumper) and the other version that mounted between the left tail light and the tail light bracket?
