Steering column

I know there have been a lot of posts and diagrams on this, but it seems like every column is a little different. Took apart the '70 column on my '56 to install a Grant wheel and adapter, and want to make sure I button it up correctly. There is the lock plate and on top of that is a smooth piece that the diagrams call a dust cover. My question is whether the lock plate and the dust cover should both be retained by the snap ring, or just the lock plate that goes over the cancel cam/horn mechanism. Any other advice about Grant wheels and adapters is appreciated!
