I'd be unhappy about a "rebuilt" column arriving with dead loose floppy switches. If it's a used column you probably should strip it down and fix the bolts that loosen up in the tilt. Considering the condition of the switches I probably would check while you're down in there fixing them.
How is the dimmer. If that's dead you get to hit all of them... Unless there's something very wrong with the CD4/K34 stalk you can probably use it in a new wiper switch. The Cancel cam is usually not too bad. If you're lucky it's just the cancel springs or the horn ring with the cam profile is worn. It's a pain in the neck to get to but you'll already be there doing the wiper switch. The replacement turnsignal switches have mixed reviews... stiff hazard buttons and loose turnsignal swtiching. If possible I'd keep the original by stuffing $2 in Dorman springs into it. This is a 98 Buick but the broad strokes are the same...
