The hazard sw works by pushing in the center button to engage the switch (ON) and the outer collar is used to disengage the switch (OFF) correct?
Does your steering wheel have to be in a certain position to allow that? It looks like there is a flat portion there that only allows it to engage at one point.

if your truck is a 1967 year model the hazard switch is turned off by activating your blinker ,this is a 1 year feature only that GM changed in 1968
